“Merriam Webster’s Collegiate dictionary defines law as a binding custom or practice of a community, a rule of conduct or action prescribed or formally recognized as binding or enforced by a controlling authority. That’s what a law is. The difference from a regulation is that usually regulations are designed to enforce a law. Policy usually is at a higher level. We decide what the policy is. Then once we know what direction we want the policy to be, then we create the laws to enforce that policy. Then once we’ve made the law, then we make the regulations to enforce those laws on a practical basis.”
